For the years 2001 through 2007, the top two finishers in the balloting were elected to the Hall of Fame, provided the individual was named on a minimum of 50% of the ballots. A third player could be elected should that player be named on 80% of the ballots.

For the 2008 election, the policy was changed so that to be elected a player needed to be named on 75% of the ballots received. In 2009 the criterion for election was changed to 66.7% of the ballots received.

For the election years 2001 and 2002 the voters were media selected by the Hall of Fame and all past and present coaches of the Senior U.S. Men’s and Women’s National Teams.

In 2003 a special North American Soccer League Election was held.

In 2004 two categories of voters were added to the Player voting pool: Administrators (including selected U.S. Soccer and MLS personnel), and Hall of Famers.
